The snow on the ground is a prop. You can find free snow props in Renderosity's free section and also in RDNA's. I think the one I used is here:

SnowLand and North Pole Props, but I'm not 100% sure. The snow on the buildings and such is a python script, Snarlygribbly's Snow Machine and can be found here:
